ICASA LLU delay
Local Loop Unbundling (LLU) is widely punted as an intervention which could lower the cost of fixed line services in South Africa, but despite many promises not much seems to have happened to date.
Communications Minister Roy Padayachie was adamant when he took office in late 2010 that the LLU process will be completed by November 2011, but details about what exactly will happen this year remain sketchy.
In March 2011, Padayachie backtracked a bit, saying that the exact LLU model for South Africa is yet to be decided, and that this decision will impact whether the November 2011 deadline can be met.
Padayachie explained that the Independent Communications Authority of South Africa (ICASA) has assured him that the LLU project is on track to meet the November 2011 deadline.
ICASA is regrettably not known for their excellent track record on performance, and today the regulatory body announced that their council has decided to postpone the publication of the LLU discussion document for a period of up to two weeks to allow them to finalize the finer details in the actual document.
It is not clear whether this delay will impact the November 2011 deadline.
