No, they do HSUPA.

From their website:

Huawei E220 Dongle No UPA

Huawei E960 Gateway.
(Dont think it has UPA): "

Huawei E180 Gateway Does have UPA (newly added to the list.)
 
Getting hold of the E180 could be a bit of a problem.... not even the Telkom direct shop within Telkom has stock of them and they weren't sure when they would receive stock.
 
Did a speedtest in Parktown today, 5.38Mb downlink and 0.432Mb uplink. Latency only 179ms. Not bad.
