Yeah... The original release said "R 40.000", so I'm not sure if they meant to convert from Euro to Rand or something. Dollar seems more likely, though (but wouldn't explain that strange full stop).
 
@ Jan, a poll of sorts in conjunction with this article might be nice?
 
Blah, blah, blah. Everybody who works and has parents that work owns a smartphone. And most people who own smartphones don't use or know how to use the smartness of it.

Went through the tool on the site and they claim 15% penetration for smartphones in SA. Weird how they don't mention that in the article.
