Mayors' appointing their friends to executive positions is causing havoc in the municipalities.
The latest report on the state of municipal finances by the Treasury has identified the practice of newly elected mayors' purging municipal managers and chief financial officers to make way for their cronies as one of the big problems causing financial distress to municipalities.
The report, released yesterday, reveals that more than half of South Africa's 278 municipalities do not have sufficient cash reserves and could face a liquidity meltdown that would make it impossible for them to meet their short-term liabilities.
For the financial year that ended in June, 155 municipalities had less that one month in cash reserves, a far cry from the Treasury's requirement that municipalities have a three-month buffer of cash to ensure that they are able to meet their short-term liquidity requirements and pay creditors.
Treasury officials criticised the lack of permanently employed municipal managers and chief financial officers in some of the municipalities, saying instability in these positions constituted a grave risk to the municipality.
