I dont expect Apple to put LTE on the ipad, they tend to put the new stuff on the flagship product first (the iphone)

I expect an ipad 2S - much like the 4S (siri, faster, maybe retna)

Well not completely, Apple/M$ has to pay Motorola and Samsung for FRAND patents already, so its more of a clear the books kinda deal to be honest.

Or did they win the rectangle phone with rounded corners, white box and green 'phone' logo court case?
 
When I read Jobs' rant I can't help seeing that "Aggggghmed The Dead Terrorist" video clip in my head ... LOL!

If I was that guy I would make a new version with Jobs.

I think its more a fear of retaliation, seeing that Google should get the Notification and other patents that they filed for, any day now. Besides crosslicense deals is a hell of a lot better than trying to kill people for doing exactly what you doing especially seeing that everything is just a remix.

Apple own a boatload of LTE patents as well.
And as LTE is standards essential, all patents be FRAND licenced. i.e useless for litigation

Not useless, FRAND have just as much teeth as any other, it just demands a fair price across the board, ie: you have to sell it as the same price you selling it to anyone else and can not refuse to sell it to anyone.

If someone refuse to pay that fee they can still be taken to court, FRAND or not.

Yep, exactly. But as they are non-discriminatory, they are ineffective in patent disputes

Is LTE is standards essential yet? I'm not sure, so lets assume it is for the sake of discussion.

Google essentially owns LTE now that it's bought out motorola - LTE looks to be dominant for a long time once it's finally rolled out, meaning that any innovations built on top of LTE will have to run by google first.

I can see the following threat (this is just an example, I don't know the extent of googles LTE patents): "To use software to process LTE signals you need to pay 5% royalty to google... oh, but android is google so any andriod device is royalty free" - suddenly andriod devices are cheaper than any other device?

It's all very much cold war tactics but ultimately means that Apple has to try at least be nice to andriod (till the next patent buyout).

You are making up stuff. Google/Motorola doesn't own the majority of LTE patents in the patent pool. LG Electronics has the biggest share them (23%), then Qualcomm (21%).
Far below these two companies, come InterDigital, Nokia, Samsung, Motorola Mobility, ZTE and Apple (between 4% and 9%)

And the ND in FRAND means non-discriminatory, so Android manufacturers have to pay the same amount as Apple would have to

LTE is pointless in an iPad anyhow.

Just serves to increase the cost of a feature that can't be used correctly

It also drains the battery at a crazy rate. I hope it does not end up in the iPad until that is addressed
