ISPA slates ICASA for half-hearted effort on Carrier Pre-Selection regulation

Good article. All ICASA succeeded in doing was ensure the emerging voice providers wasted a lot of valuable time and resource costs on a project which was doomed to show zero return. Meanwhile the customer continues to pay ridiculously high retail termination rates.

So what has ISPA got to do with this whole saga of carrier pre-selection (CPS) in South Africa.
From the article i see it is about voice and ISPA is about internet am i missing some thing here ??

Through convergence, more and more voice is routed as data through our networks and Internet peering points - legacy voice is not really the topic being discussed here anymore.
 
the best way to make things to move now is to take them to court, how long it takes for a court to reach a decision does not matter now. I suggest ISPA to take them to court because we need to make this country competitive, we can't afford a cartel-like economy it is failling all of us, especially the poor and the unemployed.
 
I am confused. Does what the article talks about mean that there are different originaion rates for calls made directly and others made via CPS?
Even if I use CPS, isn't some of the call setup and billing have to go via my standard provider? 2 companies may now be involved instead of one, which imo implies higher charges.
