If this is sincere, so be it. However, as I understand it, these individuals/families are "planted" in foreign countries to set themselves and gain strongholds in varying forms of business. their motherland knows that they will gain a competitive advantage in whatever industry they get into and ultimately gain self same advantage for their homeland.
