Free Wi-Fi a hit

Since the launch of the Tshwane Free Wi-Fi in November 2013, there was an exponential rise in the number of users
 
Looks promising. If it works, it could have major implications for urban South Africa. I would wait a bit longer to see trends, before getting too excited though. I also recall seeing fantastic numbers coming from the Mxit camp two years ago as well, yet failing to convert into genuine, tangible traction and the groundswell one would have expected from all the positive reporting.
 
Does anyone know what has happened to Cape Town's broadband network. According to Helen Zille the obstacle is some SETA objection or regulation.
