RFC1149 illegal in South Africa!

According to new legislation, operating a RFC1149 network is now illegal in South Africa. This provision has been sneaked into an update to the Invasive and Alien Species List published in the Government Gazette on 1 August. There is no mention of consultation with the operators of RFC 1149 networks. RFC 2549 and RFC 6214 are also affected.
 
This is a serious problem for one of our potential projects and will require engagement. Granted, as indicated here there are already sizable regulatory challenges in establish an IPoAC network and the costs are prohibitive - even compared to APN access and IPC connectivity
