I was there and in zanzibar on holiday for a month. :D

Luckyly the lodge that I was staying in had a Sattelite internet connection.
 
Your calculations are correct, however the prices you mentioned are for a dedicated line and not for ADSL.
Their ADSL 2048 down / 512 up is 25000TZS or R142 for installation.
Then 40TZS / Mb or R0.227 which gives you approx R232 for 3Gb
That is IF my calcs are correct.

could not find monthly pricing on the link above.. is 512 their standard line?
 
My dad lives there...I heard it's like $50 for a adsl service but not sure what the speed is. It is uncapped though. Problem is that there are so many power failures that it gets irritating using the service. Power failures either on home side or ISP/Telco side.
