Speed issues with Telkom internet

Maybe someone can help me with a problem i been having for about a year with my internet speed by Telkom, Ive been trying for a year to get it fixed spending hours on the phone with Telkom's tech department getting the same advice every time i call and still not got the issue solved.
I'm on a 10mb line and i also use Telkom as a isp, i dont have a uncapped account but rather a 20gb internet account. When i go into my router setup it says the line speed is 10mb but my download speed is 0.36mbps download and 0.41mbps upload and ping 51ms. I get this when i run speedtests on the internet at various sites and also when running a test on my Playstation's connection test.
once or twice after calling telkom about this they resetted or refreshed my connection and then for a few days it would be running fast again, just to drop down to these ridiculous speeds again. a Few times i bought prepaid adsl vouchers by Axxess at Pick n Pay when i want to download stuff and my telkom internet is so slow, when i use the voucher my speed is fast immediately, then when i go back onto my telkom account its back to snails pace again.
I read if your phone sounds crackly it can be a fault somewhere and my phone makes a crackly sound, so I'm waiting on telkom to check that out, but i cant think that, that might be the cause of my troubles because when i use the Axxess prepaid adsl i have no problems at all.
The obvious solution is to just change to axxess as my isp but i have a contract with telkom which only finishes in 6 months, so till then im hoping to get some advice to make the best of what i'm stuck with for now...

Oh and also, this isnt because of data running out or anything like that as it is slow even on the 1st day of the month before i used any data.
 
Crackle on the telephone line, almost 100% of the time you need new ADSL filters. Make sure every device besides the router has a new ADSL filter in place. This should fix the noise on the telephone line.

Have you by any chance tried using a different ADSL modem?
 
Thanks i'll try swapping my filter out just now to see if it helps, but the cracking sound have been there for long already. Since i started getting the low speeds issue Ive probably went through 3 or 4 new routers already also swapping filters every time i got a new router and so far ive had the speed issue and also the crackly line with every router i got. Also like i said what i dont understand is, say im using my telkom account and its running at that super low speeds, and i buy axxess prepaid adsl and change just my username and password to the axxess adsl, it runs at its propper fast speed immediately. Then if i change back to my telkom account it runs slow again.. The cracking line dont bother me to much, i just read if there is cracking on the phone it might be a cause of low speeds. But why would prepaid axxess run like it should and then my telkom runs slow..
 
At 1st I also thought it might be that it was because of throtling, but ive experienced this when it was the 1st day of the month also. Last few months its been rolling over from 1 month to the next with no changes in performance when the new month and data start. Also i dont download a lot of stuff, its mostly for online games on my Playstation so most of the time i still have a lot of data left over by the end of the month.
When you have faster line speeds you have to use an isp account that is for your line speed right? So what will happen if you have a 10mb line but your isp account is for a line speed of up to 2 or 4mbps, will that cause your 10mb line to only run at the 4mb speed? I got my adsl when a 1mb line was still considdered fast, think 4mb was the fastest lines here by us at the time, my 1st line was around 386kb. From there I upgraded to a 512kb, then telkom made all lines a faster speed, think it was 1mb, and then when i got my playstation I upgraded to 10mb line again, i been wondering if Telkom adjusted my internet account every time i upped my line speed because the speeds I'm getting is what i got with a 512 line still.. I dont know anymore, and calling telkom doesnt help at all, i tried asking them questions already trying to figure out what can be the issue, but they seem to know less about their internet than i do..

just before end of last month i bought 2gb prepaid axxess, when the new month started i still had data on the axxess prepaid so decided to 1st finish it before swithching back to my telkom account, i switched back on the 3rd i think and immediately it was slow.
Also when a mirracle happen and my telkom is running at good speeds for a change, when i want to download updates onto my playstation it will crash continiously after a while, or on GranTurismo with telkom i will experience such lag on races that it even affects the game for people i'm racing against like tracks take forever to load or just dont load at all, and again with axxess i never have issues like that.
I'm starting to think i just have a dud internet account by Telkom, cant wait for my contract to finish so i can enjoy my 10mb line with another isp. The only good thing i got from Telkom is every time i called in to report my slow speed they eventually say my router must be faulty and then give me the latest router free, so if anyone require a router, i have 5 or more laying here that i got over the past year or 2... 8)
 
I just checked my data usage at Telkom, up and downloaded data so far 6.8gb for this month, last month i also had more than 10gb left over..

Is there anywhere i can look to see up to what line speed my account allows for?
And thanks so much for all the advice so far, i got more responses and advice in a hour or 2 from you guys than i got from all the times phoning telkoms helpline..
