Can one use 28 or 32 inch television sets as monitors for a PC or is the picture quality very bad and should i rather stick to a proper PC screen?

Depends entirely on the make and model of television, some work well, some don't. Picture quality can be as good as a dedicated low-end pc monitor. Do you have a specific model in mind?

It also depends what you want to use the pc for? High end gaming maybe not the greatest but it will work, normal day to day stuff all good .The Tv's resolution is important.

Yes you can use it as a PC Monitor. As "That One Guy" says, the resolution is important. If the TV is Full HD (1920x1080), then the quality will be good. Also make sure your graphics chip (On Board or Graphics Card) can handle the resolution of the TV.

I use a 32" samsung TV as a monitor , but i do not game .

Be aware of the input lag on TV's, so if you intend on using it for gaming you might have a tangible delay between input and seeing the result on screen. Even 100ms doesn't feel TOO bad, but some people are put off by it.

EDIT:
Thank for all your inputs guys the TV i have in mind is the Telefunken 28" and i dont do gaming only play poker on facebook.

Then go for gold :D

I've used TVs as monitors before and agree and disagree with some of the comments above.

For gaming, even high end TVs with game mode on still has too much lag.
Especially with FPS where input lag makes a hell of a difference.

For general PC use, cheap TVs will not give you picture quality even half as good as a monitor.
Most Samsung, LG and other decent brands have a PC mode which does some magic with the smoothness of the image and makes the picture quality and text almost just a good as a monitor.
Without it, you get horribly jagged edges and sore eyes.

Get a monitor. A TV has much more input lag compared to a monitor. We have a smasung 4k tv here and tested it on my rig with 980ti and even if I dumb down settings to get 60fps it's still not as good as a monitor. If you can get a 144hz or higher monitor if you really a hardcore gamer or want the ultimate smoothness and can drive games to 144hz. Luckily for me I bought a PG279q with Gsync and please don't let anyone tell you Gsync/Freesync is not worth it cause now I can play comfortable with framerates lower than 165FPS without Screen tear or the most annoying thing stutter. I just can't stand stutter in games but now it's completely gone. It was super expensive but now I can have my GPU for much longer and get the benefit of 165hz where I can and it's 1440p.

TVs work great for gaming. Turn on font smoothing and drop TV's sharpening and you're good. Get a 100hz TV if you can.

Its about pixel density, TV's usually have lower PD because one doesnt sit so close to notice it but the more expensive the TV the better PD it has.

I have a 32" FHD Sinotec and a 27" Samsung monitor (quite old model, can't remember which one). The Sinotec is fine for playing games but holy crap is reading text a pain. The Samsung is perfect for single person desk use.

a 100hz tv is not true 100hz. It's fake 100hz go read up online and you will see what I mean. Samsung calls this clear motion rate.
