So, i wanted some opinions on these cards, I think they're meant for budget pcs, im looking to build one for my brother :)
Gigabyte Radeon Rx 460 Windforce OC 2GB.
Gigabyte Radeon Rx 460 Windforce OC 4GB.
Evga Geforce Gtx 1050 SSC 2Gb Gddr5.
EVGA Geforce Gtx 1050 ti SC 4Gb.
ASUS ROG STRIX Radeon RX 470 4GB.
Any thoughts?

The 470 is by far the best out of the ones you mentioned. It's not even close.
 
is there anything perhaps even better considered as a budget card that i might have missed?

That very much depends on your budget. Out of the lot you listed the rx 470 is the best. Next step up would be the rx 480 8gb & gtx 1060 6gb.

The ASUS ROG STRIX Radeon RX 470 4GB is probably not the cheapest 470 out there, the powercolor ones should be cheaper.

Powercolor and HIS RX 480 4GB is even cheaper than the Asus RX 470.

You don't go for a fancy light up card if you want a budget card.

Yip, some people seem to prefer looking at their PCs instead of gaming on a better performing rig.
 
If you have a little more money, go for the GTX 1060, brilliant card and a monster for it's price
 
I'm happy with my zoltac 1060 3Gig, plays Witcher 3 rather nicely and does VR well.

I bought myself a GTX 1050 ti from wootware, and I can honestly say I am very happy with it!
