Zuma reshuffles cabinet again

I reckon he is trying to get/keep us in junk status for some reason. Doing a reshuffle can achieve this without much consequences. What can he gain from pushing us into Junk status completely?

Has fsck all to do with that, and getting David Mhlobo into the Energy Ministry to use his dirty tricks to get the Nuclear Deal pushed through.
