Cape Town - The signing of 27 independent power producer contracts on Tuesday has been put on hold, after the National Union of Metalworkers of South Africa and Transform RSA managed to obtain a last-minute court interdict.

In a statement on Tuesday morning, Numsa said the interdict prevents power utililty Eskom from concluding the outstanding renewable energy power purchase agreements.

"Numsa believes that the signing of these contracts would be detrimental for the working class of Mpumalanga and the country as a whole. The signing of the IPP means that Eskom will require less coal-fired electricity," the union said in a statement.

"This is likely to lead to the closure of the coal-fired power plants and the impact will be that at least 30 000 working class families will suffer because of job losses."

The union also claimed that the IPP roll-out would raise the cost of electricity dramatically.

Eskom did not immediately reply to a Fin24 request for comment.

New Energy Minister Jeff Radebe was set to sign the 27 independent renewable energy contracts, including power purchase agreements, in Centurion on Tuesday morning.

"We have reached this milestone following a long period of uncertainty but with this [upcoming] signing we are reconfirming government’s commitment not only to renewable energy, but also to a solid partnership with the private sector as we pursue our energy transition objectives in the future," he said in a recent speech.

The matter will be heard in the North Gauteng High Court on March 27.

This is a good thing not bad.

Just taking a guess here, but these people would usually be taken up by the IPP companies because they have the work experience in the field.

The union also claimed that the IPP roll-out would raise the cost of electricity dramatically.

I call big BS on this, Eskom will lose it's monopoly and the introduction of IPP would create market competition and result in the prices falling or staying the same.

Yes it will be a good thing for the environment and to an extent Eskom who don't have to spend as much on carbon tax, but not for the union members most of whom would find themselves jobless. It'll start with service providers to eskom and coal miners. And when Eskom mothballs the expensive to run demothballed plants again then even more people will find themselves jobless

Unlikely a lot of them can be taken up by IPPs who would be renewable, etc plus there are all the mines and service providers who would shed jobs and the location of the IPP outside the Mpumalanga area means most can't be employed as companies prefer to employ locals first.

Maybe maybe not. Eskom is highly inefficient but renewable is still more expensive, so it'd depend. There's a chance to create more jobs though if more of Eskom is unbundled not just generation but all along the value chain.

Not necessarily so, there plenty of countries still relying on coal, the chance of the mines closing is small and might just increase our export ammount

This is true, but look around at Some European countries that has more than one service provider, renewable or not the energy bills are not so high.
Eskom is inefficient, but increasing the number of renewable energies over time would cover most issues, starting by filling in the inefficiency gaps by Eskom and grow from there. This in it self would force Eskom to go in a different rout and looking at more efficient ways to service the growing demand for power generation

One wonders why the same lot didn't protest about Zuma's nuclear, wouldn't that require Eskom to use less coal-fired electricity too?

Blocking IPP signing a 'delay tactic' nothing more - Yelland

Johannesburg - South Africa cannot fight the move towards renewable power, energy expert Chris Yelland said on Tuesday.

Yelland was commenting after the Department of Energy had put the signing of 27 independent power producer (IPP) contracts with private sector companies temporarily on hold in the wake of a last-minute court bid.

New Energy Minister Jeff Radebe was set to sign the 27 independent renewable energy contracts, including power purchase agreements, in Centurion on Tuesday morning.

But late on Monday, the National Union of Metalworkers of South Africa and Transform RSA approached the Pretoria High Court to freeze the contracts, saying they would lead to jobs being lost in SA’s coal industry.

While Numsa has maintained that it has, in fact, obtained a court interdict to stop the contracts being signed, the DoE has denied this.

The department said in a media statement on Tuesday that it decided to voluntarily postpone the signing "in the spirit of constitutionalism and the rule of law".

Yelland, the investigative editor of EE Publishers, on Tuesday described the court bid as a “delay tactic”, saying the move towards renewable energy was a global trend which would not leave South Africa behind.

“You cannot fight the move to renewable energy, the sector just needs to ensure that there is a just transition,” he said.

Dr Dom Wills, the CEO of solar project developer SOLA Future Energy, said in a statement on Tuesday that renewable energy should be seen as an opening for SA business.

“The change that is happening in the energy industry should be seen as a great opportunity, rather than a threat for Numsa members,” said Wills in a statement.

“Coal based industries are diminishing worldwide; renewables, in contrast, are booming. Over 70% of new energy construction worldwide over the next 20 years is expected to come from the renewables sector.”

The department of energy expects the court matter to be disposed of when it returns to the High Court in Pretoria on March 27, and the signing of the contracts to continue as planned shortly thereafter.
