Is my account throttled or not?

I received my iBurst usage report for yesterday tonight.

In there is a section

Data used on "Pay Per Use":
Uploaded 0.0 MB
Downloaded 0.0 MB
"Pay Per Use" Rand Value R 0.0 VAT Inclusive

The question is: Is my account set for Pay per Use at 95c/MB, or is it throttled?

I did attempt last month to set it to throttled via the iBurst website. Did it work or not?

Maybe the notification needs some additional work. Eg don't show the "Pay as you go" section if an account is throttled, and a message that the account is throttled.

Very confusing in the usage report.
