I have tried the South African local sim and it works on Vodacom. Prices are fairly comparable with what you would pay for the equivalent data directly from Vodacom.
I think they are giving you the run around. Try another store perhaps.

At the moment, only Vodacom and MTN provide Apple Watch esim support and only on an open contract unfortunately, ie not on prepaid or Topup according to their websites. You would need to convert your prepaid sim to contract to use the cellular functionality on your Apple Watch.

On iPhone 13 2x esims OR 1x esim & 1x physical sim can be active at any time.
You can have up to 5 esims on your phone but only 2 can ever be active at a time (1 esim active if your physical sim is active)
