From what I remember it has to do with how windows scales throughput for high ping. It does it really badly which is why international throughput for us is always a struggle. Take what I say with a grain of salt here though, I'm working off hazy memory.

I had the same, I noticed it started to get bad in October last year. Thanks to therodent and @MDE making a lot of noise on social media, 6 months later they decided to address it.
