Internet non-existent and no support

@rain_mobile activated my sim over 4 hours ago, and yet my unlimited data service aren't active and the site shows my sim is active yet my phone displays "emergency calls only"

Can someone please assist, I activated my rain sim card over 4 hours ago and yet on the site is says "device currently offline" how long must one wait till I can start using my unlimited data package, and my phone is displaying a "emergency calls only" message. Tried all the troubleshoot methods...
