Regarding the modem lock:
Not sure what Routerboard you have up on your tower, but you can maybe try my 3G reset scripts.
They pretty much force reset sequences at the modem on both its data and info channels.
Seems quite effective for me.
Haven't had to reset or unplug a modem since.
Tell me more about your setup and give me a shout if you need some help.
