If disabling "Smart QoS" is the equivalent of turning it off then yes unfortunately it still persists. However I was thinking, if it's QoS then surely I could achieve at least 100Mb/s over multiple services, i.e. Steam and Youtube and SpeedTest, however all combined are still around 60~Mb/s...
