Second state of disaster declared over severe flooding

Flooding is worsened a lot because of informal settlements next to rivers use the rivers as their garbage disposal clogging it up when it rains and also the settlements being located in floodplains.

SA is a water scarce country. We should celebrate rain not call it an emergency because of bad city planning.
You need to look at the road side drains next time your out. They have either collapsed, full of rubbish or have plants growing out of them. There is one up my street that has disappeared under grass that has been allowed to grow over the area. If those were kept clear, how much of the flooding would have happened? (I'm not talking about Durban but some of the downpours we've had up here in Joburg.)
