She even has access on Xbox when I play on my PC.

Yeah that local sharing is how it should work on PC. Basically the xbox is the one device and multiple gamers can use it with their own tags.Not for me and my Wife.

(R595 / 12) x 2 = R99 Per month for 2 Ultimate subs
vs R200 per month for one sub for 2 people.

I can see how its a problem on PC vs Console.
About time but it doesn't quite solve the shared device problem though.
For example, my kids game on my gaming machine as well but only my profile has xbox pass, theirs doesnt. They all have their own accounts for private workspaces etc and we often lan minecraft ( non pass ).

One PC ( gaming machine ) , I have a xbox pass subscription but when my kids log into their profiles with their xbox game tags, they do not have access to gamepass. So there is no way to share the gamepass with the other two on the same machine UNLESS I login to gamepass on their windows profile but it will log them out of their microsoft profile on the machine.
ie: MS account A + gamepass
MS Account B, C and D dont have gamepass. All MS Accounts can use same machine.

If I add a family member, then it 'pools' the games individuals own, so we all have access to the pool right?

They have there own store accounts. Yes it will solve it but it shouldn't be needed for a single device.You log your account into the Microsoft Store. They log into the Xbox app with their own account.
But this Family Plan solves all that. Each account will have Game Pass on their own account on whatever device the log into.
