So Rama is taking a "But the munis should do it :crying:" angle (i.e. typical blame-shifting).

Those same munis can't do jack when they're throttled from the national level. Since electricity is generated and transported on a national scale and not provincial or local...

And guess who is in charge of the national sphere of government? That's right, Rama is!
 

What caught my eye from the article:
Whitfield said that he aimed to use his term in office to connect with the different communities in the province, with a special focus on the eastern rural parts.

So Whitfield is planning to go into ANC homeland territory (eastern EC). Cool, hope he gets things done there.
