Today, where people cannot even define what the word "Woman" means, so much so that they had to change the dictionary entries.

“Well regulated” refer to proficiency and top-notch training
as per Dr. Robert J. Cottrol a Second Amendment expert and legal historian, who was the Harold Paul Green Research Professor of Law at George Washington University.
A more layman way of using it was properly operating or in ideal state.
Curious as to your interpretation of this sentence "..every
well-regulated person considers the matter from a pecuniary point of view.."
I find it odd that you, and many others, would infer the modern meaning of the word given the context of the time when these documents were written.
