Afaik, laws are not retro active. So if you contravene a new law years in the past, you cannot be punished legally. In SAGuys example, you can't. In the example of a ceo being lambasted later, that is public opinion/perception, like the trudeo and similar. Society may dislike it but unless it broke some other law or a law in effect AT THE TIME of the incident, there is no criminality. Civil, differant story, folks can argue emotional trauma etc and roll the dice on that.
As insane as it sounds, apparently it can be. Retroactive laws and prosecutions are a thing in many countries.
