Rain and storm for Cpt pt 2

Isn't it a bit early in winter for this weather. It's not exactly ice cold, but this much wind and rain is unusual for early May.

Anyway, I just got an email saying all schools across the western cape to be closed tomorrow.

WCED put out a notice now, schools are closed tomorrow in the Western Cape. I don't know whether it will be applicable to all schools so do check.

Yes, they have the authority to close schools. I think its an advisory but looks like everyone is following suite.
Government schools can't close without this.

but in Hong Kong they take off in Typhoons all the time, are us westerners not skilled enough? or are the rules different here?

As has been explained, it depends on crosswinds.
You may have come across the following situations: While flights were still able to depart and land with the No. 8 Gale or Storm Signal in force, but a significant number of flights were delayed or even cancelled when the No. 3 Strong Wind Signal had been issued. But why is this the case?

That being said, right now there is a NW wind, which basically is in line with the smaller runway.

Delayed flights are probably expected because they have just halved the runway capacity.
