The Department of Transport allocates R163 million for penalty point system

The Department of Transport has allocated R163 million for the national rollout of the Administrative Adjudication of Road Traffic Offences (AARTO) Act in the 2026/27 financial year.

Presenting the department's budget vote speech, Deputy Minister Mkhuleko Hlengwa said the department is confident the rollout is on track for 1 July 2026.

How is this a criminal offense? I heard about people that got robbed, even hurt, when they stopped to help. Even end up getting sued. You can't help anybody that is hurt if you don't have a first aid certificate.

You stop, you end in court....you don't stop, you end up in court.

I assume it means an accident you are involved in right
 
Please don't steal everything and credit my account with a minimum of R500 000 so that I am covered for the first year.
 
Put that R163m into health, education, sport and culture, anything really except the money pit the DOT is. Heck, even use it to get Cyril a shiny new leather couch.

These are the same clowns behind the broken license card machine debacle, etolls, testing station fraud, corrupt traffic policing across all metros, turning a blind eye to the taxi industry and the list goes on and on and now they getting more money to roll out a system that has been tested over the years and shown to be defunct. What an absolute joke.

Ok, just how are they going to issue you with 4 demerit points on your license if you do not have one?

Plus the average taxi driver would be out of points within a day, probably before they exit the CBD from the rank.

They could make drunk driving an offense that has a death penalty, and it would do almost nothing to reduce the drunk driving on SA roads, as almost none are pulled over during the year, only time you see them making you blow into the tube is a day or two around Easter, Christmas eve, and New years eve, the rest of the time you would be hard pressed to see a traffic police vehicle doing anything other than stopped at an on ramp to be visible, driver having engine running for Ac to run, or parked at a mall so the family can go shopping, with the state paying for the fuel. Rest of the time, only out responding to accidents caused by drunk pedestrians.

Driving without a license is a criminal offense already.

Not disagreeing, but your first line/question was what if they don't have a license, the answer is that this demerit system does not apply / it's a criminal offense instead.
 
Spoke to one of the “cold drink” metro cops (scum) the other day. They can’t wait for AARTO To be properly rolled out with demerit points. He said they anticipating their daily takings to triple or more as people fear getting their licences suspended.
