Let's take a look at how his previous article is holding up:

Claim 1: California collected nearly $1 billion in taxes for low-income solar panels.
  • Context needed: Rufo is referring to California’s Solar on Multifamily Affordable Housing (SOMAH) program. This is not funded by taxes on the American people. Instead, SOMAH is funded by greenhouse gas "cap-and-trade" auction proceeds paid by electric investor-owned utilities. The program is authorized to use up to $100 million annually for 10 years, creating a $1 billion budget goal.

Claim 2: State officials "raided" this fund and sent millions to "defund the police" activists.
  • Misleading: The money was not "raided" or misappropriated. By design, the legislation that created SOMAH explicitly mandates that a portion of the budget be used for Marketing, Education, and Outreach (ME&O) to reach disadvantaged communities.
  • To do this, the state contracts with local Community-Based Organizations (CBOs) to educate low-income renters and property owners about the solar incentives. Some of the environmental and social justice groups hired for this outreach—such as the California Environmental Justice Alliance (CEJA)—do separately advocate for progressive political causes, including reallocating police funding.
  • However, independent analyses of the program note that the money paid to these community groups is for program outreach, not political lobbying. Furthermore, the amount spent on these outreach groups totals less than $5.5 million out of the massive $1 billion overall budget—meaning the vast majority of the fund remains allocated for actual solar subsidies and property owner rebates, contrary to the implication that the entire fund was pillaged.

Claim 3: This is "Gavin Newsom's solar scam."
  • False: Gavin Newsom did not create this program. SOMAH was established by Assembly Bill 693, which was signed into law in 2015 by former Governor Jerry Brown. The program's administrative framework was finalized by the California Public Utilities Commission in 2017, before Newsom took office.
