I'm still intrigued by this focus on Benylin really.

Its not a prescription medication as far as I know, so are there rules/laws about how much one can have at any given point in time?

Depends on which type. Some Benylin products contain codeine. That's an opioid and hence is addictive.

But I'm sure this engineer/doctor/lawyer was probably just carrying those 48 Benylin products that probably contain codeine because he's got a really bad cough.

Yeah there is one with Codeine in it, and that requires a prescription.

And of course 100% agree, that the 48 is purely for personal use of course /s
Just find it vaguely amusing (and based off a few other instances of this being reported in the past) that there is such a focus on the Benylin part, even when some of those previous instances were the normal OTC Benylin product.

Even if it's over the counter type you should still be able to have a reasonable explanation and maybe a receipt to show the cops you were just doing stock for your pharmacy in Zimbabwe, otherwise the cops will have a very reasonable suspicion to think you are up to no good.

Are there any rules/regulations that explicitly determine how many of a certain type of OTC medicine you can have in your possession?

Unless the suspicion is that it was stolen, then the cops wouldn't really have any leg to stand on.

explanation is not enough if it benylin with Codeine in it. You have to have a valid doctors note to say why you are carrying it and that it is for personal use

100% if its the Codeine variant, no questions ifs ands or buts on that one.

But I've seen previous incidents where they crow about the amount of Benylin, and in the pictures its very clearly the normal OTC variant.

Yes, the suspicion will probably be that it is stolen. It's not just for medicine, if you are caught with a lot of cables and you can't explain yourself, you could be arrested, not because there is a law on the amount of cables you can travel with, but because you look suspicious.

This Benylin thing just happens to be the in thing for Zimbabweans and no one has ever been able to give a satisfactory answer every time they are caught with large amounts, the question of how much you are allowed to travel with simply does not arise when you are unable to pass the first test of scrutiny.

The question would have been clear from the police, uwuthathaphi lomuthi? Where is the receipt?

When they are met with blank stares, there is only one thing to do.
 
Why would you need to declare stuff leaving a country? Would Australia have a problem taking 48 bottles out the country?
