In the US they shoot unarmed suspects, fugitives etc quite frequently.I'll chime in on your comment, a lot of series / movies get this constantly wrong nowadays, it's absurd that so many do this, because you really don't have to, are they trying to insert more "action" by doing this ? It's such a massive plot hole, and very difficult to just glance over for me personally, if you want to achieve some realism etc...
Law Enforcement Officers, FBI agents, Police, SWAT etc... using deadly force (AKA firing /shooting) at unarmed fleeing suspects, persons of interests, fugitives, perpetrators etc...
