is that why the power goes out at 6pm when its cold?No, they MAY need upgrading, and even then I don't think its as big an issue as you seem to think it is. I would doubt that the networks are underprovisioned to below 50% of their "nominal" end user capacity.

Sounds like a lot of conjecture from your end. Why cant solar/V2G feed back higher than 3kW?Maybe, maybe not... it depends entirely on the reason your local area goes out at 6pm when its cold.
It could be an equipment issue and temperature handling, it could be an overload of legit connections beyond the provisioned capacity, it could be illegal connections etc etc etc.
Could also be the electricity okes fscking with you specifically cos its funny.
