Perhaps, yet that doens't make the example untrue, its quite widespread.

Even RDP housing, they rent it to others and or build additional units on the property for rent etc etc

Fair play I say, making their way themselves instead of the traditional sit and wait for someone to give.

Like those articles with people in poor living saying things like they have been waiting for the ANC to build them a house for decades now...

Would need to be declared. Even if she does, if she offsets her running expenses its likely to be below threshold I think. She would be taxed on profit.
