Actually I've found this - it's a libertarian sprint race, with the problem being that being sovereign and all, they couldn't agree on the distance to be run, or the finishing line.

As an employee of SARU I'm sure he has to be. And I'm sure he pays attention to it. But based on players availability, injuries and form, he can't always pick a mostly black team.
I still think this useless system should be scrapped.
