    Bandwidth speed limiting Router?

    Does anyone know of a router that will limit the bandwidth of any connected to it by wire or wireless. It's for an internet cafe where they want to limit the speed of each computer to 30 kbs. It A bonus would also be always allow VoIP call data first with a simple QoS.
