Bandwidth speed limiting Router?

Does anyone know of a router that will limit the bandwidth of any connected to it by wire or wireless. It's for an internet cafe where they want to limit the speed of each computer to 30 kbs. It

A bonus would also be always allow VoIP call data first with a simple QoS.

A Linksys WAG54G2 does bandwidth limiting....and QOS

MikroTk RB411 will do it. The bigger ones will do a lot more.

Here is a software tool that you can download to the computer and set the upload and download limit of each computer, works for me, hosting mail servers and streaming audio.
