087 Network Identification? Directory?

If I understand correctly, all 087 numbers are VOIP numbers?

How do I identify which network the 087 number is using? For example, I have an 087 number from MWeb and and 087 number from FNBConnect. Both offer free calls to on-net users. Is there a directory/place to search 087 numbers to see if they are on-net ie. free calls?

Even easier, just type the number into Switch Telecom's call rate calculator. It will tell you the network. It will also work for fixed numbers (e.g. if you put in 0210009999, it will tell you that it is an iBurst number or, if you type in 0110230000, it will tell you it's a Neotel number).

For international numbers it will also tell you the country and whether they're fixed, mobile or other. E.g. if you put in +17870000000, it will tell you it is Puerto Rico.

I tried the number 0116781304 on the above offered website
For reference - Number Portability Company website : says it is ported to Vox (probably correct)
Switchtel: says it is Telkom
Whichvoip : can't find it
Telkom website : rates it as a Telkom number
