Before reading through the your answer I saw1.3km and you should be well within the range for 40Mb/s VDSL. If you are only using ADSL at the moment, which is synching at 10Mb/s (NOT mb/s or MB/s .... there is a big difference between the three) that means that you should be synching to the exchange at 10240 kb/s. This equates to 1280 kB/s (8 bits b in a byte B) or 1.25 MB/s. Realistically though, you need to allow ~ 20% for tcp overhead, so real world throughput you should see is around 1 MB/s.
