10MB Line - Problem! What do i do?

Hello,
Suddenly tonight at about 6:00 PM 4/8/2015 I was in-game running smoothly at about 40 ms, when suddenly my ping is spiking between 1000 to 3000 ms. So i contact my ISP and he doesn't know what is wrong with it as he is seeing everything as fine so i decided to try my friend's ADSL account out from Web Africa, same problem, so it must be a line problem right?

So... I ran the "Is it my line tool" that i found in an awesome thread a while back and here is what it gives me:

So it is my line? What must i do? I have a 10MB line with Telkom and my ISP is somebody like IS i think.

Also i cannot run a speedtest, it is just frozen right now on selecting best server by ping. But when i ran the test earlier it gave me a download of 0.29 and and upload of 0.01.

Where my normal results are about 8.5MB download and 0.85MB upload.

I am just curious what i should do, if i phone telkom, what do i say or what?

EDIT:

I forgot to mention, its not constantly high latency or ping it is low randomly and high randomly. More often higher than it is lower.

Which is why i don't know what i should do, as it does it on all the ADSL accounts i have tried.

Is your PC connected by a wired or wireless medium to your router?
 
Wired, but at about 11:30 PM last night it was fixed and running normally which is very weird?
 
Hmmm. Sounds like exchange congestion to me. It's bad at 6PM (peak when everyone gets home and uses internet) but starts working perfectly a little bit later?
 
I would think that, but my friend who lives about 3KM from me, and connected to same exchange was perfectly fine. And another friend of mine that lives even closer, they were both fine. But me however... :P
 
Are you sure he's connected to the same exchange? How does he even get a stable sync if he's 3Km further from the exchange than you?
 
Check if there were perhaps uploads (dropbox, etc) or downloads happening at the time of the test.

Well, we all pretty much live really close to the exchange, he lives 3KM from me, but that 3KM crosses the exchange, not 3KM from me away from the exchange :P
 
Have phoned Telkom and they are investigating it, here is a speedtest i just did: http://www.speedtest.net/my-result/4286067163

I have noticed a little trend where weekends the speeds are fine. The only times it is bad is during the weekend, so all weekdays and it becomes fast at +-5:00PM.

Would it still be a line problem?
