12v+ plug causing PC not to boot?

I've got a E7400 and a G31 motherboard. When i connect the 24pin PSU connectors to the mb the system starts but when i connect the 12v+ connector nothing happens. Does this mean my mb is buggered?
 
It could be the PSU or the motherboard.

It would also be worth while to make sure that the motherboard isn't shorting with the case.

Do you have another motherboard or PSU that you can test it with?

A first test could also be to simply remove the motherboard from the case and run it off a table. Just never run a motherboard off an anti-static bag!
 
What is meant by the motherboard is shorting? Yes I have tested another PSU but don't have another motherboard that test the chip.
 
I know this might sound silly, but it does happen some times that people use a connector from the graphics card for the motherboard or vice versa. I am assuming that you checked that, but thought I'd throw it in in any case.
