No, you meant 2.5" ...

You can't plug it into a PC, it's different to a 3.5" IDE connector.

You might be able to plug it into a laptop, if you're OK with taking the laptop apart.

Aye, power delivery is part of the connector itself...
But I couldn't get my IDE cable to fit in it... They seem to be spaced slightly differently or something.

I can't answer that definitively :p but I can say that you were just under-informed. There are 2 ways to get it right now: externally via an adapter/cable device that lets you jack the nekkid drive in via USB or in a suitable (laptop)IDE-equipped external casing; or inside the machine via a 40/44 adapter that bridges the two different form factors.
