2 Accounts over one line?

Hi Everyone

I seem to recall this question being asked... BUT i cannot find the thread!

What im thinking of doing, is perhaps getting an ADSL line for home use. What I would like is to have 2 PC's make use of it. However, I want each PC to use a seperate account. Also, is it possible to even out the ADSL connection when it comes to downloading? What I mean by that, is have it where each PC can perhaps only download a max of 256kbps. This would ensure that one PC does not receive more bandwidth than the other...

I am using the above setup with Win XP, PC-1 (192.168.0.1) and PC-2 (192.168.0.2)
PC-1 for all local Traffic and PC-2 for international traffic.
I am using normal old "Internet Explorer" to do the route's.
PC-2 has Wingate installed on it.
PC-1 setup to use a Proxy (1921.68.0.2) and Bypass proxy for local server enabled.

This is the Exceptions:
*.za; *.org.za

Does any one however know what software can do this as Internet Explorer ignores IP adresses like 196.*.*.*

I am looking for a route app or a proxy that will allow this to be done.
I am asking this because www.myadsl.co.za is not a local IP adress. (need a work around)

Does any one know if windows XP "ROUTE.EXE" can do this? and how to set it up?

Hope someone can help me.
