Yes, the cable that telkom install into your house should have 4 wires, 2 for current use and 2 for future use.
All thy have to do is connect the second pair and assign it a number/account

However it could be on a different DSLAM....
Herein is my confusion. There is an MSAN 1km from me but I'm connected to one 3km in the opposite direction.
Was hoping this would get me on the other one, so I could eventually cancel the previous line.

Your 2 services are X and X.
On this diagram replace SDC1 with your MSAN. Now imagine SDC4 is geographically closer but the physical cable route cannot link you to it.

So only way forward is to plead with Telkom to finish the MSAN they have 800m from my house, pretty sure the physical link is there because that is where my phone line is connected..(blue box is right next to the maybe MSAN)
