Dawie has a point. Simply removing current thieves won't help as there will be more.
Dawie's suggestion targets people's attitudes towards small things.
In New York it was called "broken window syndrome" and worked wonders under Gulliani.

You cannot have law obedience in a dirty, non-functional environment by people with shitty attitudes.

Roodt said although these two things sound simple, they will help to build business confidence and give investors a more positive view of the country.

Now I understand the point that Roodt is getting at, but... those two basic things are due to neglect. You can't have that without addressing the neglect, and that won't be remedied in Ramaphosa's time, and most probably not in the next. We are neck deep in neglect.
