2 Flats on 1 plot

I'm considering buying a plot along the coast to build a holiday home, which I plan on renting out also.
After spending a week on holiday now at a self catering vacation resort, looking at the flat I'm staying in, I got to thinking, what if I built 2 flats, joined together so the property could be used as one 8 sleeper, or 2 4 sleepers with the door in between locked.
Is something like this allowed? Is it dependent on the area?

Don't see an issue as long as it complies with local bylaws & municipal regulations. Don't see how it's different to a house with a flat or two.

depends all on the zoning and your building plans. A good architect can also help sometimes;
municipalities look often just how many kitchens are on the plans; and if there is only one kitchen ON THE PLAN you won't have a problem at all.
You can put the 2nd kitchen in AFTER you got the certificate of occupancy.
