2 in 1 Question on ADSL

I am looking in to getting ADSL 384, but what I am seeing from this site is that the latency of the ADSL is bad to interational servers and that is what I will use it for the most as I play most of my games on international servers.

So if possible please provide me some ping for the following servers

bcserv5.black-cell.net (Renegade, was ranked 52[:D] but bad latency
not playing for 4 month now ranked 180[:(!]
want my rank back. Dial-up sucks)
black-cell.net
europe.battle.net (Mom's favorite game likes playing Diablo)
uswest.battle.net (Warcraft III like playing it)

I do not normally download a lot but will a 3GB cap be enough for just playing games and surfing now and again.

If ADSL is not the way to go what else can you ppl recommend me to get

Just as a messure I normaly get around 420 ms to 570 ms to any of above servers on a 56k dial-up connected at 52kbps

AMD 64 3400+ @ 2.2Ghz [Air Cooled]

2 x 512 MB Transcend DDR 466
Gigabyte 9800XT [Air Cooled]
2 x 120GB SATA Raid 0
 
USWest not pingable for some reason. Below Unshaped ADSL, then basic Shaped ADSL. Unshaped about 150ms faster.

FFS - 150ms cost because of shaping at four in the morning. 150ms. That's not shaping, thats dragging. The Bastards.

Maybe the best solution for matrixx could be isdn. I play WC3 on Northrend(Europe) and US East, and its quite playable, ever so slight delay, sometimes not noticeable. I think my pings are better than the adsl guys, though not on the local servers of course.
