2007 National Budget Speech

I'm a bit clueless on this stuff, what does this mean? Is it a tax rebate you get for being on medical aid?

It only applies if you have an employer who pays your medical aid subscriptions. The increases are in the amounts pd by your employer which are not considered to be part of your taxable pay.
 
A bit disturbing that we have a budget surplus despite widespread security, infrastructure and education problems. It also doesn't help that numerous departments underspend their budget (or else spend it on themselves as most ANC officials like to do)
 
My understanding is that it will be implemented as a withholding tax on dividends, i.e the company will still be responsible to deduct the tax from dividends and pay to sars

That's what I've seince learnt. And tbh it makes the most sense from a collection point of view for SARS.
