It is run by http://www.sagmj.org.za however after 1991 they completely lost the plot. In 2011 they had two cars as the car of the year, that makes no sense which is testament to their utter stupidity, well that and the fact that one of the two was a VW Polo.
Currently they are considering the following finalist as Car of the Year

Didn't CotY become CoF (Car of Forever) after the Monza won in 1991? i.e. There can only be one. The Monza. Forever.
