Does anybody know where you can buy a 21" LCD screen with a 4:3 aspect ratio...?

Those NEC items are going to cost a fortune.
Why do you require a 21" 4:3 LCD? 19" should be available though.
 
Dell has 20.1" LCD monitors if it helps.

Try and find a Samsung SyncMaster 214T or ViewSonic VP2130b from someone with old stock as they are no longer manufactured.
 
Tell him that the 24" is just the same as a 21", just wider...

No it's not, the new 16:9 24" monitors are as high as a normal(4:3) 19", your best bet would be to get a 26" T260. A normal 4:3 21" lcd has a viewable area of 432 mm wide x 324 mm high, a 24" 16:9 lcd is 293mm high and a T260 is 343mm high. The T260 is still 16:10 aspect ratio and is going to be a lot cheaper than a 21" 4:3.
 
SAMSUNG 213T OR 214T... you'll have to buy used on ebay. I'm using one right now. I'm either going to buy another (because using 2 4:3s next to each other, both pivoted vertically yields a very nice size) or grab a 28" hanns G and sell my samsung...
