Cape Town – A total of 3 600 government officials were found guilty of misconduct through information received through the National Anti-Corruption Hotline (NACH), resulting in the recovery of more than R400 million from guilty parties between 1 September 2004 and 31 January 2017, a statement from the governance and administration cluster of ministers said on Thursday.

However, according to the statement which was read out during a media briefing in Parliament, less than half of the guilty officials were dismissed.

Of the 3 600 disciplined for misconduct, 1 700 officials were dismissed from the public service, 447 officials were fined, many by not receiving three months' salary, 137 officials were demoted, 921 officials were given final written warnings, and 395 officials were prosecuted.

You can trim the thorn bush all you want but until you dig up the root and pull it out, the thorns will keep growing.

This is like getting excited that you've got a whole wheelbarrow full of thorns but you still haven't dealt with the problem, just doctored it.

Arrest is one thing.
Most of them are probably comrades and will be protected by the NPA.
A few expendables will face trial with a better than even chance that sloppy prosecution will result in missing paperwork/evidence, witnesses will be reluctant to appear in court after the tenth postponement and whistle-blowers will be killed or intimidated.
All the thousands of man hours spent so far are unlikely to result in more than a handful of convictions.

Somebody gave me a negative rep comment when I made a similar comment in a different thread.

Guess people don't like hearing the truth - you won't solve corruption until you get rid of Zuma.

Zuma is not the problem, it's the culture of corruption and it's pervasive..

Zuma is both a symptom and a cause of corruption.

As long as the ANC will not remove him, it shows that they are not serious about corruption. If they removed him, then I'd believe that perhaps they were serious about dealing with corruption. But as long as he is there, it shows that loyalty to the party is more important than fighting corruption. He is after all the most corruption person in the entire country.

He is a cause, because as president he unfortunately has a lot of power, both given to him by his role and also because of the influence he wields over people. Nkandla as a simple example, and anything to do with the Guptas for instance happens because of him.

I'm going to try make it simple through an example..

Let's say PW was Zuma and he wanted his own Nkandla. His peers would have klapped him so hard he would still be spinning & the procurement chain would have refused to sign off the unauthorised expenditure.

Imagine what they'd do to him if they found out he let the Guptas run the show..

So I say again, Zuma is not the problem..

First, the Nats were also corrupt. Maybe not to the same extent as the ANC, but definitely corrupt. You are looking at history with rose tinted glasses if you think that corruption would not have happened back then - it could and it did.

Second, if PW was Zuma, he would have made deals with the right people on the way up, promising them rewards in exchange for supporting him.

This is exactly what Zuma has done. Zuma has created a patronage network in which people loyal to him get rewarded and protected. Remember the Waterkloof air force base thing? Zuma protected the person who took the fall.

As long as Zuma is in power, there will be a lot of corruption because Zuma creates it. He has managed to get his network into power, and he ensures that corruption continues. Suppose that some of his cronies suddenly grew a conscience and decided to report Zuma to the authorities. Zuma has dirt on them that will ensure they go down too. Not only that, he controls the Hawks and the police. Who do you think is going to investigate the claims?

And I reiterate, this is all Zuma's doing. Zuma set this network up. Zuma removed the independence of the Hawks. Zuma corrupted the police. Zuma corrupted that idiot who investigated Gordhan. Zuma made the deals with the Guptas.

Yes, the ANC allowed this to happen. The ANC, even not counting Zuma, is definitely not innocent. But, Zuma is still the biggest reason why the government is as corrupt as it is.

You only need to look at the Thabo Mbeki government to see this. There was still ANC corruption back then, but not nearly on the same scale. The corrupt deals were not as big. When Zuma came to power, the game changed. Corruption went from being a hobby to a national pursuit.

Nobody said anything about the Nats' corruption, only that there were enough honest people (that believed in the rule of law) in place to prevent wide scale corruption, mismanagement and flaunting of procurement rules.

The ANC's patronage network was always there Zuma just removed the need to hide it. Also, with this 'secondary line of authority' (which became primary) came the lack of accountability and responsibility towards rules & laws resulting in the free for all we have now.

Btw the arms deal was billions, not small time corruption at all..
